BRIEF HISTORY OF CHE
The College of Human Ecology, established on 28 November 1974 at the University of the Philippines Los Banos, advocates for a holistic and integrative understanding of human-environment interaction and is committed to the development of a balanced and healthful ecology in line with Article 11, Section 16 of the Philippine Constitution. It is a unit, which stresses its relevance and potential contribution to the country's overall concerns of alleviating poverty, increasing productivity and promoting our people's welfare while at the same time protecting the quality of the environment in sustainable manner. Thus, the concern of the College centers on the establishment of a critical mass of trained human resource able to apply the human ecological approach and principles.
The College is composed of one institute and three departments: Institute of Human Nutrition and Food (IHNF), Department of Human and Family Development Studies (HFDS), Department of Community and Environmental Resource Planning (CERP) and Department of Social Development Services (SDS).
CHE is guided by the University's trilogy of functions: instruction, research and extension.

POLICIES IN THE USE OF THE CHE READING ROOM
The reading room is open from 8:00 to 11:45 A.M. and 1:00 to 4:45 P.M. daily except Saturdays, Sundays and Holidays.
A. GENERAL POLICIES
1. USERS (students, faculty, staff, visitors, etc.) should deposit their University ID with the staff-in-charge.
2. PERSONAL BELONGINGS OF USERS (except those materials needed in the use of the reading room) should be deposited on the designated shelves. A rack is provided outside for wet umbrellas and raincoats.
3. ALL READING ROOM USERS are required to show/present their things to the staff-in-charge for inspection before entering and leaving the room.
4. PROPER HANDLING of reading materials and PROPER USE of furniture should be observed to preserve their form and life. (NOTE: Please do not disarrange the chairs).
5. SILENCE inside the room should be observed at all times.
6. EATING, DRINKING, SMOKING, SLEEPING AND GROUP MEETING are not allowed inside the reading room.
7. THROW WASTE MATERIALS e.g. crumpled papers, tissues on the waste can provided inside the reading room.
B. POLICIES ON BORROWING OF READING MATERIALS
1. Only bonafide CHE students, faculty and staff may borrow books for home use.
2. RESERVED BOOKS maybe borrowed for room use only and recalled two hours after it is issued. It may also be borrowed for overnight use upon request on a first-come-first-serve basis and be returned not later that 8:15 A.M. the following working day.
ANY PERSON WHO FAILS TO RETURN RESERVED BOOK(S) shall pay a fine according to the following schedule:
a. For the first hour or a fraction thereof after the hour appointed for return, one peso(P1.00)
b. For each hour after the first, five pesos(P5:00)
c. For each whole day, fifty pesos(P50.00)
A second offense within a semester shall subsequently suspend/curtail this privilege for the rest of the semester or summer.
3. CIRCULATION BOOKS maybe borrowed for one week on a first-come-first-serve basis.
CHE UNDERGRADUATE STUDENTS may borrow a maximum of 3 books per week.
CHE FACULTY and STAFF may borrow a maximum of 5 books per month.
CHE GRADUATE STUDENTS may borrow also a maximum of 5 books per week.
(ARTICLE I, SECTION 14 U.P. LIBRARY ORGANIC ACT) FAILURE TO RETURN A CIRCULATION BOOK.
Any person who fails to return any book on its due date or after recall shall pay a fine of P2.00 a day inclusive of Saturdays, Sundays and Holidays.
4. THESES, DISSERTATIONS AND STUDENT PAPERS (e.g. CPS, BIDFP, term papers/reports)are strictly for room use only.
5. PERIODICALS AND COURSE READING MATERIALS are for room use only. However, it can be borrowed and taken out for photocopying.
ALL READING MATERIALS taken out for photocopying should be returned on the same day within 30 minutes. Failure to return the reading materials on time shall pay a fine of P2.00 per hour and P50.00 if returned the following day.
6. LOST OF BOOKS AND OTHER REFERENCES (SECTION 12).
Any person who loses or fails to return a book within seven days after due date or recall shall either, pay its current replacement value or replace it within thirty (30) days by another title to be selected by the librarian. In all cases the person shall pay a fine equivalent to fifty percent (50%) of the current value of the book on top of the cost of replacement.
7. Use of libraries by non-members like UP alumni honorably discharged from the University. They may use the library resources within the library premises for five days in a semester FREE of CHARGE. Beyond 5 days a twenty pesos (P 20.00) fee per day will be charged.
C. (ARTICLE X, SECTION 19) MUTILATING OR STEALING LIBRARY PROPERTIES.
Any person who shall deface, mutilate, appropriate for himself, or steal any library materials or property shall replace it or pay the current replacement value and pay a fine of not less than three hundred pesos (P300.00) but not more than fifty percent (50%) of the current cost of the book whichever is higher. This is without prejudice to the imposition, in appropriate cases of an additional penalty of suspension or expulsion to be imposed after due process, by the Chancellor upon recommendation of the University Librarian through the Dean.
D. (ARTICLE X, SECTION 21) FALSIFICATION AND USE OF SOMEONE ELSE'S IDENTIFICATION CARD OR BORROWER'S CARD.
1. A person who falsifies the identification card shall, after due process, be suspended from the University for not more than one semester.
2. Any person who uses an identification card or borrowers card not his/her own shall have his/her library privileges suspended for not more than one semester.
